I realize I am responding to an ancient thread - but I just ran into a very similar situation with a brand new installation (globalsight 8.2.2) - getting stuck in the FileSystem Guide for lack of permission.

I was logged in as the gsAdmin who belongs to the SuperAdministrator group - yet I was not authorized to add L10n profiles and other items. It turns out that the SuperAdministrator group only had partial authorizations enabled. So, I authorized the SuperAdministrator group to do everything. In order to then use these new authorizations, I had to log out and then back in.

Maybe this helps someone...
